Heat ghee in a pan, add besan, and roast on low flame for 4-5 minutes until aromatic.
Stir in cardamom, turmeric, and pepper powder, mixing until lump-free.
Add jaggery and blend well.
Pour in water/milk and cook for 5-6 minutes until it thickens.
