In a medium bowl, add Ragi powder and water. Mix well and make a paste without any lumps.
In a pan, add in the Ragi paste and water, cook until it becomes thick. Allow it to cool.
Blend cooked Ragi, buttermilk together with salt.
In a separate small pan, heat oil, add mustard seeds and allow it to splutter.
Add in the Urad dal, Channa dal and cook until Channa dal becomes golden brown. Add it to the Ragi Buttermilk and serve.
